The constitution of the _Comitia Centuriata_, as established by Servius Tullius,[45] had undergone a great change between the time of the Licinian Rogations and the Punic Wars, but both the exact time and nature of this change are unknown. It appears, however, that its object was to give more power and influence to the popular element in the state. For this purpose the 35 tribes were taken as the basis of the new Constitution of the Centuries. Each tribe was probably divided into five property Classes, and each Classis was subdivided into two Centuries, one of Seniores and the other of Juniores. Each tribe would thus contain 10 Centuries, and, consequently, the 35 tribes would have 350 Centuries, so that, with the 18 Centuries of the Knights, the total number of the Centuries would be 368.

Further, our student must submit to a thorough grounding in world-geography with its physical and human sides welded firmly together. He must be able to pick out on the map the headquarters of all the more notable peoples, not merely as they are now, but also as they were at various outstanding moments of the past. His next business is to master the main facts about the natural conditions to which each people is subjected--the climate, the conformation of land and sea, the animals and plants. From here it is but a step to the economic life--the food-supply, the clothing, the dwelling-places, the principal occupations, the implements of labour. A selected list of books of travel must be consulted. No less important is it to work steadily through the show-cases of a good ethnological museum. Nor will it suffice to have surveyed the world by regions. The communications between regions--the migrations and conquests, the trading and the borrowing of customs--must be traced and accounted for. Finally, on the basis of their distribution, which the learner must chart out for himself on blank maps of the world, the chief varieties of the useful arts and appliances of man can be followed from stage to stage of their development.

By 8.30 in the morning of December 5th we entered the mouth of the Madeira River. I was surprised at the sudden change in the appearance of the two rivers. We saw in the Madeira high, gently sloping banks, covered with verdant grass and neat trees and palms along the top of them; whereas along the Amazon the trees stood almost in the water on the recently formed islands and banks. The left bank of the Madeira was of grey and reddish clay (grey below, red above), cut vertically, sometimes actually in steps. Blocks of a rectangular shape, in getting dried up, split and fell over, leaving the banks vertical. The right bank, on the contrary, was gently sloping, descending with a beautiful carpet of green grass into the stream. The islands were charming, with lovely lawns all round. Blackish and deep red rock, vertical and fluted, and with innumerable perforations, could be seen here and there, covered over with a padding of earth from ten to twenty feet deep.
